A field crew is dispatched to repair a lift station from which raw sewage is reported to be flowing.  When they arrive they discover the problem is much worse than anticipated.  The adjacent road has been partially eroded away and there seems to be an issue with the control panel that no one in the crew has the expertise to troubleshoot. 

Solution:  The lift station repair crew can not affect road repairs and are not sure who to contact about the control panel problem.  The lift station repair crew uses their Sprint/Nextel GPS camera phone and takes several geo-located photographs of the washed-out road.  Additionally, a detailed voice recording describing the problem is recorded through the cell phone.  The photos and voice description information is sent from the field in near real-time to the AVaiL command and control center where it is immediately dispatched to the road repair foreman closest to the problem.  The foreman receives the geo-located photographs with the detailed voice recording description that enables him to accurately locate and dispatch the required equipment, manpower and supplies to rapidly complete the needed road repairs.  The photographs of the control panel and a detailed voice-recording of the control panel problem are sent immediately to Engineering where the photographs and the description of the problem are reviewed.  The Engineering supervisor calls the lift station repair crew chief and walks him through a work-a-round solution that gets the pumps working until the needed part is dispatched.
